Over the past few days and weeks, the fire service news has been inundated with stories of firefighters who have taken their own lives. It’s times like these which force us to pause and realize that the mental health challenges we face every day are truly no different than any physical challenge such as a bum back or sprained knee that keeps us from operating at our best. Why then are we treating these obstacles in such a different way?

The truth is that now, more than ever before, our brothers and sisters in the fire and EMS services, along with our families, have an incredible amount of new resources with which to assist us as we begin to change our attitudes toward the way we address these issues which have always been there, but we were always afraid to confront. The result is that more and more of us are emerging from our behavioral issues as much more healthy, productive, and happy firefighters, moms, and dads.

Now that’s great news.

Firefighter Netcast is suspending our regular programming schedule to bring you re-broadcasts of some of this great news so we can apply it as its needed- starting today. One of our most listened-to shows was originally netcast late last summer and features two special guests who lead a thought-provoking discussion on firefighter behavioral health.

Battalion Chief Jeff Dill of the Palatine Rural Fire Protection District in suburban Chicago is an Illinois licensed counselor of behavioral issues specifically for firefighters. He formed “Counseling Services For Firefighters” to offer just that- firefighters who know where firefighters are coming from and thus are best quipped to relate and help their brothers and sisters. Chief Dill is joined by another suburban Chicago Fire Chief- Pat Kenny, retired chief from the Hinsdale and Western Springs fire departments. Chief Kenny is the Assistant Executive Director of the Illinois Fire Chiefs Association and a representative at the National Fallen Firefighters Foundation Seminar on Depression and Suicide held last summer in Baltimore. Moreover, Chief Kenny is the father of Sean Kenny, who took his own life back in 2004. Listen to Chief Kenny as he offers a firsthand account of what its like to go through the torture of having lost your son to suicide, and how to deal with his loss publicly as a chief officer in his own department.

It’s very powerful stuff, and I hope you’ll join us for the next few days as we bring you all of the segments of this amazing show. It’s our hope that we can learn to approach these issues we face with a new attitude, and realization that we are winning these battles, just as we have overcome countless challenges over the storied history of this, the greatest service on earth.  

 

B/C Dill is a nationally recognized authority on behavioral health issues within the fire service. He established Counseling Services for Fire Fighters, LLC based on the tragic events that surrounded Hurricane Katrina. When speaking with firefighters who returned after serving the community of New Orleans, Jeff heard the pleas of firefighters who had a difficult time talking with counselors who did not have any firefighting experience. They became frustrated and never did seek the help they needed. In this program, Chief Dill tells us about a new resource coming to the aid of the fire service. Last year, Chief Dill announced the formation of Firefighter Behavioral Health Alliance (FBHA). The new 501(c) (3) organization was established to directly educate firefighters/ Emergency Medical Services (EMS) personnel and their families about behavioral health issues such as depression, Post Traumatic Stress Disorder (PTSD), anxiety and addictions, as well as firefighter suicides. FBHA's sole goal is to promote good mental health to the men and women of the fire service/EMS and their families, as well as make a significant difference in reducing the numbers of firefighters who are turning to suicide to ease their pain. FBHA Founder Jeff Dill holds a Master's Degree in Counseling, and is a Licensed Professional Counselor in the state of Illinois.

Joining Chief Dill will be a very special guest- retired Fire Chief Patrick Kenny of the Hinsdale (IL) Fire Department. Chief Kenny is the Assistant Executive Director of the Illinois Fire Chiefs Association and a representative at the National Fallen Firefighters Foundation Seminar on Depression and Suicide.

Tragically, in 2006, Chief Kenny lost his son Sean to suicide. He reflects on the obstacles and challenges he faced as a father as well as a chief officer during his personal nightmare. Since then, Chief Kenny has traveled across the nation and around the world sharing his intensely personal story and promoting advocacy of mental health awareness in the fire service and beyond.

It happened again.  We shouldn’t be surprised.

In rural Obion County, Tennessee, another fire burns a structure to the ground as firefighters stand idly by, obeying the orders of their administration NOT to extinguish the fire.

Why? 

The property owners did not pay for fire protection.  The rural portions of the city of South Fulton are not taxed like the citizens of the city are, and therefore do not contribute to the staffing, maintenance, and service the city department provides. 

Furthermore, these Obion County rural homeowners went to the polls and CHOSE NOT to pay taxes for the city department to provide coverage to the rural area.  So the city offered a “subscription-based” fire protection service, giving rural homeowners the option of obtaining fire protection for a mere $75 per year.

Some paid, some didn’t. 

It should be noted both properties that burned were owned by homeowners who knew they were not going to receive fire services because they had made a conscious decision to NOT pay the fee.

If you don’t eat your meat, you can’t have any pudding.

I read an article by an old acquaintance the other day.  I don't want to identify the author because this is not about the "who", but the "what."  What a concept. 

Here's an excerpt:

“There was a code that said that the coach was always right and you NEVER questioned a coach’s decision in regards to you. Like it or not, you had to respect it. It was not an option!  Sound familiar?  It should!”

“I came up in the fire service at a time when we did what our instructors told us to do. We learned very quickly that questioning the instructor was not the same as asking questions. The smart ones knew it. Questioning the “whys” had its consequences. We didn’t have time to break into focus groups to discuss our feelings. You were told how to do it, shown how to do it and then, you DID it!”

 

Sit down youngsters, and let Grandpa John tell you a story. 

It’s a story about growth, maturity, change, and ego.  It’s about the people we trust as fire service leaders to give us the best damn knowledge available for new kids entering the service.  It’s about accepting change.  It’s about recognizing that times just ain't like they used to be in the 60’s and 70’s.  It’s about not who you are. 

It’s not all about you.

Once upon a time long, long ago in my basic firefighter education, our instructors were often looked up to and held in reverence as they expounded their thoughts and ideas to eager young ears.  I had some kick-ass instructors for which much of that tribute was earned.  Of course, there were the others who were teaching for other reasons.  But we always took what we were told as good information without thinking for ourselves if something didn’t make sense.  We did as we were told and we never asked any questions.  We ate our meat or we couldn’t have any pudding.

Here's an example of something I always found hard to swallow:  Always fight a fire from the unburned side.  That way you push it back in on itself and extinguish it without creating further damage. 

Sound familiar?  That’s what we were told, so that’s what we did.

After awhile however, there were a few who began to question this edict handed down from above.  These brave souls raised their hands and asked “why?”   If the circumstances involving ventilation, fire behavior and building construction dictate that it may be better to fight it FROM THE BURNED SIDE, then why are we being told the opposite?

WTF? 

How dare these impetuous little rookies pose the question?  How dare they pose ANY question?  Don’t they know who I am?

The fact is, these “impudent pukes” who had previously and erroneously defined as disrespectful have actually become the moving force within the new leadership of the fire service.  There’s good REASON for this:  These are the new leaders who are no longer cultivated by their last name or years on the job, but rather by their inherent ability to lead and their ability to recognize and address EVOLVING KNOWLEDGE in the fire service.

Dinosaurs often forget that the fire service is dynamic (in constant motion).  Tactics and strategies are constantly developing- many out of close calls and lessons learned after following old principles which may no longer apply. 

One need only look as far as the gargantuan aircraft carrier-type shift in the fire department culture seen in Charleston, South Carolina.  Following the tragedy at the Charleston Sofa Superstore Fire four years ago, they recognized and admitted that their own policies and procedures which had been unchanged and steeped in history no longer applied as they had for decades in the past.  To say that they are a changed department today is a massive understatement. 

If we do what we’ve always done, we’ll get what we’ve always gotten. These old beasts do their dear fire service a great injustice by sticking to their guns on old tried-and-true methods when challenged with facts, and science, and actual accounts which clearly suggest otherwise.

In fact, new students entering into the fire service deserve leadership willing to accept these brave questions without feeling their fragile egos are being attacked.  In other words, don’t take it personally when you are asked “why?”

The true leaders in today’s fire service do not adorn themselves with a crown of closed-minded glory. They are open to new ideas and new concepts which they feel is their DUTY and RESPONSIBILITY to pass on to the new generation of firefighters, both for practical use and as an EXAMPLE of how you perpetuate a dynamic and growing fire service.

The true value of any “experienced” fire service leader can only be found in those unthwarted by the recalcitrance of a barricaded mind which can only find comfort wrapped in the chains of their unyielding personal history.

Ask questions, demand answers, adapt to change, and pass it on. 

Or die off and become an oil field.

Gray- it’s so black and white.

There’s a great video going around this week featuring John Salka at Andy Fredericks Training Days.  Someone in the audience captured a snippet of what Chief Salka was saying and shared it with the rest of us who couldn’t be there.

Essentially, Salka was putting forth his opinion on how a four-man engine crew should be deployed when first on the scene of a house fire.  In the instance he describes, he makes the point that the company officer should not remain outside when establishing command as that decision leaves the interior attack team of two firefighters ‘unsupervised’.

One brave firefighter in the audience is not afraid to disagree and stand up for this decision, citing ‘command and control’ and ‘directing incoming units’ as the reason for sending in the two blue shirts alone.

 Quick- which one is right?

Scenario aside, I began thinking yet again how we have been inundated with right/wrong – left/right – black/white.  We are now a “polarized culture”, forced to decide between two opposite options.  What ever happened to the middle ground?

Attention to any of you who only think in black and white:  Gray exists.

I’m amazed that, a full quarter of a century after this gray-haired company officer first received his training, there are still fire departments across the country who don’t understand the concept of “interior command.”

Interior command involves maintain control of the situation from the inside while simultaneously mounting an initial attack.  Yes, this can be done!

In my department, the first arriving fire officer (or firefighter if no officer is there) establishes command on all incidents.  When establishing command, the company officer needs to decide if the incident is better served by establishing exterior command, interior command, or passing command to the next arriving officer.  Each incident will be different, taking into account the fire stage, smoke conditions, need for immediate rescue/extinguishment inside, training and capabilities of his/her crew, ETA of the next company, etc.  In effect, what will be happening in the next five minutes?

If your department establishes command only from the outside, then I would urge you to consider the option of “interior command.”  It may not seem black or white, but that’s just fine…  Gray is OK.  All it takes is a certain number of operational brain cells combined with ensuring that you communicate to everyone- those on scene, those still coming, and dispatch as well- what it is that you have and what it is that you are doing. 

This spring and summer, I’ll be working with Chief Christopher Naum and his Firefighter Netcast program, “Taking It to the Streets,” to explore, among other things, the controversial topic of “too safe” vs. “too aggressive.”  I am looking forward to a passionate discussion from both sides of the debate.  I urge you to participate as well!

You can’t win if you don’t play. You In?

Fire Prevention is now Risk Reduction

On Firefighter Netcast last week, we were privileged to listen in to an informal back-and-forth discussion between five nationally-recognized Fire Chiefs and State Fire Marshal’s on Chief Billy Hayes’ premiere show, “Stop, Drop, and Roll With the Punches.”

The guests spoke of the new role that faces us as promoters of fire prevention, that being “risk reduction” on a community level.  The fire service finds itself beyond reacting and responding, evolving into the star of the “risk reduction” role in our communities.

That doesn’t mean say good-bye to stop, drop, and roll, or the importance of Exit Drills in the Home (my department’s Sparky costume will still need to be laundered on a more frequent basis). Kids will always need to learn safety, and we will always be there for them.

But now administrators are forced to find more and more to cut. Savvy leaders are looking at adopting a strategy of risk reduction as an investment that could potentially produce huge returns down the road.

My good friend and fire service leader, Chris Naum, posted an article on The Company Officer yesterday on this very subject as well:

“Fire departments will need to shift from traditional emergency responses services and transition into a combination of emergency responses services with a primary focus on being a community reduction team focusing on public safety in a multidimensional approach of safe buildings through code enforcement, building requirements, environmental impact, community safety, responder safety, community health and wellness and community risk reduction through research and education. We will become the mother ship that guides critical thinking in all aspects of safety throughout our community:

An ounce of prevention is worth a boat load of money

We know that a little money now will save us big money later.  If you buy into this principle, then you‘re at the starting gate.  Now how do make it happen in your community while the winds are not right for increased revenues on any level?

We need to become effective communicators with our constituents.  We need to be able to build and foster relationships with city hall that will make them eager students when we educate them on the possibilities of “risk reduction.”  We’ll need to become masters of salesmanship and teachers of the year.

One of the guests on the Netcast, Chief Dennis Rubin, has worn the hats of both fire chief and city administrator.  It is from from that unique experience which he urges fire chiefs to meet more frequently with city managers and to “be frank and be direct.”  We’ll need to be up front and provide honest assessments that city council can work with.

And for us to do that, we’ll need to provide accurate and comprehensive data. Unfortunately, many of us have little or no data to use as our proof of need.  It’s the cops, flush with all kinds of charts, graphs, and percentages can clearly quantify their successes, and thus, are winning the battle for the funding!

This is exactly why we in the fire service will have to become masters of salesmanship.  We have to concentrate on fostering the  necessary relationships with our public and elected officials to convince them that such an investment in risk reduction will pay off handsomely.

Let’s take back some of the loot going to the cops!

Chief Rubin points us to CitiStat, a data-driven management approach which originated in Baltimore and utilizes real-time performance information to improve resource allocation and deployment decisions, develops more effective operational practices, provides relentless follow up and assessment, and ensures accountability throughout government. The program was a 2004 Innovations in American Government Award winner, and has been adopted by numerous agencies throughout the nation and internationally as well..

Is CitiStat something that fits into your management process?  Back in 2007, as his research project for the National Fire Academy’s Executive Officer Program, Fire Chief Gregory Bulanow of the North Charleston (SC) Fire Department focused on determining the efficacy of CitiStat for his department.  His research paper is available online and is a great place to start your foray into using this tool in your agency..

If CitiStat does not fit your local needs, at least it demonstrates how it is possible to share real-time data to track our successes and failures, in a way to get our agencies to work together in an efficient, cohesive way.  Perhaps applying just some of CitiStat’s principles to your management team can make the difference between having true data to rely upon, or punt and hope you get it close.  Just by meeting with your department heads and administration every couple of weeks, you’ll experience a shared resolve, incredible communication, accountability, and the growth of a healthy working relationship vital for our continued success.

Is that what both you and your city manager might want?

Another Huge Transition

I believe we find ourselves in the midst of another huge transition in the fire service.  The time is now to plan how you can successfully navigate your way through this change and emerge on the other side with a healthy and efficient organization that continues to provide the high level of service demanded by our communities.

Sometimes change is good.  But change is also inevitable.

Camden’s Union Shoulda?

Like many of you this morning, I received an email from The Secret List regarding, among other things, an article written by Eric Lamar and posted over at my buddy Firegeezer’s site earlier this month.  In it, Lamar points to union leadership and the role it may need to take in these tragic economic times facing local governments nationwide.

He specifically points to the role the union played over in Camden, New Jersey, where a massive layoff hit both the fire and police departments like a ton of bricks.

Much of what I offer here will make more sense if you read Lamar’s article here.  It is worth your time.

Lamar frequently uses the analogy of the lifeboat and a sinking ship, particularly fitting for his argument.  And although much of what he offers is thought-provoking, I think he stops short of looking at the entire timeline of what is happening to the fire service by city leaders eager to pass the buck on the blame.

How did we get here?

To take the lifeboat analogy a bit further, the Great Titanic did not have as many lifeboats as was required to ensure the safety of the passengers (citizens/taxpayers of Camden) and crew (Camden’s public service employees), yet the decision was made to proceed full steam ahead.

And just like Mike Williams, a rig technician and survivor on the Deep Water Horizon, later recounted, when the oil rig he was on inevitably exploded, he had jumped from a sure death (the flaming oil rig) into a sure death (the flaming sea).

While I feel badly for those who lost their jobs this month, I wonder how those, still employed but left behind. will fare suddenly tasked with doing more of the job with less of the resources.

God help them.

So maybe we ought to be looking a little further back than the decision the union and its firefighters faced this month, and see what could have- nay- SHOULD HAVE been done before it got to this point in Camden.  I’m referring to the city leaders who certainly share a portion, if not the majority, of creating the flaming sea upon which the exploding oil rig continued working.

Why aren’t we also looking into the possibility/probability that poor management by corrupt and jailed city leaders created this problem?  Wasn’t it inevitable that lifeboats would be needed? So now, should we allow our city leaders get off scot-free without a similar inspection as to their guilt?

How convenient these days, when unions and pensions are under the microscope, to go back only far enough as a reaction to the inevitable point Camden found itself in- and say that the Unions should have made a better decision on the question:

Stay on the sinking ship and certainly die, or jump into the frigid waters and hope for a spot on an overcrowded lifeboat?

Aggressive vs. Safe- Here’s to the end of Either/Or

I would like to direct your attention to Backstep Firefighter and today’s well-written article “The 2011 Firefighter” by my fellow brother, Dave LeBlanc.  Among other things, Dave wrote about being an aggressive firefighter vs. an overly-safety-conscious firefighter as we enter the New Year.

This is a topic that will be revisited on a regular basis- in 2011 and that is a good thing.  I’ve heard excellent arguments on both sides of the issue, and Dave is one of the best at articulating his opinions on the issue.  In fact,  Firefighter Netcast’s Chris Naum recently hosted “Looking Forward through the Rearview Mirror” on his program “Taking it to the Streets” during which this very topic was discussed.

As we continue to debate aggressive vs. safe, I would encourage everyone to consider that the truly successful, efficient, and valued public servant will be the intelligent, well-trained firefighter who neither goes completely aggressive nor ineffectively safe.

If you want to be the best, most efficient savior of lives and property, then you will come to understand there is an inherent value on both ends of the debate.

This will lead you to gain the intelligence and experience to become the 21st century firefighter- one who is BOTH effectively aggressive enough to bravely do what needs to be done to protect lives and property AS WELL AS smart enough to make intelligent decisions on the fireground that will allow us to perform our tasks without making the human mistakes that continue to injure and kill us each year.

Not either/or.

Both.

Are any of these statements untrue?

  • Constant training makes us better firefighters
  • If we apply the lessons learned from our experiences, we become better at what we do.
  • Our job is intrinsically dangerous.
  • We will never be able to guarantee we will all go home at the end of the day.
  • The success of the 21st century firefighter will depend upon intelligence coupled with bravery, aggressiveness coupled with smarts.

We need to recognize that there is more to the debate than the either/or two polar opposites being bandied about in the recent past.

Make your decision-makers SMART with Fire Ops 101

She's not a firefighter, but now she gets it!.

Last week, Fire Daily shared a video forwarded us in which Palatine Council members spoke glowingly about the time they shared on a Saturday with their village’s firefighters.

Now we have the video of the actual Fire Ops program these council members and others attended in northwest suburban Chicago. This particular Fire Ops 101 program was offered by Palatine, Rolling Meadows, Arlington Heights, Mount Prospect, and Des Plaines Fire Department’s IAFF locals in an attempt to enhance the relationship between firefighters and those who make decisions for them.

After watching this video, be sure to check out how those who hold the purse strings reacted to their time spent with their firefighters.  You will be blown away at what they have to say.

Here’s another video from north suburban Evanston, Illinois recorded last year, courtesy of Evanston’s Local 742.  It also includes the immediate reaction reaction (read: payoff) of many of the local administration who attended.  Again, time well spent.

Many of us have made the visits to schools, churches, and community centers during Fire Prevention Week . We talk to our citizens about the importance of smoke detectors, and we teach children how to stop drop and roll. We hope this type of fire prevention will save property and lives.

Now we should add one other cog to the fire prevention machinery- getting a message across to those decision-makers about what we need to do what we do on a daily basis.

Like teaching kids how to crawl on the floor and feel the door, our fire prevention message to those who hold our purse strings can be just as important as it relates to our ability to effectively save property and lives.

This type of program is an absolute must if we desire the equipment, the staffing, and the training necessary to provide a vital, top-notch service to our communities. Let’s work to bring public safety back to where it belongs- off-limits to the budget axes swinging these days.

Whoa! What Did THESE Council Members Say?

Minds are like parachutes. Just because you've lost yours doesn't mean you can borrow mine.

As we trudge through the muck of crap we’ve been hearing from Oakbrook, Illinois, Xenia, Ohio, and Obion County in Tennessee, I have become weary, incredulous, and frankly- pissed off.

You’ll understand then, how ecstatic I was when this video was forward me.

It’s from a Village Board meeting in a neighboring town of mine- Palatine, Illinois. Firefighters stepped up and shared with those who hold the purse strings the reality of operating as a firefighter and paramedic in their local community. As these council members fervently extol, their eyes were opened.

It’s a welcome breath of fresh air when I needed one most. The video gives us hope that sanity still exists despite the slop we’ve been enduring.

It worked in Palatine. I wonder if we can make this work elsewhere?

Just Say No

As you probably already know, an unprecedented meeting of the American fire service met in Tampa back in 2004.  The Life Safety Task Force generated a list of 16 Life Safety Initiatives. I’m sure most of us had seen or heard them.  But, if you are truly dedicated to saving your lives and the lives of those on your department and your crew, you will have come pretty damn close to memorizing them.  Yes, they are that important.

I’d like to touch on one of those today. It is the fourth initiative, and it reads as follows:  “All firefighters must be empowered to stop unsafe practices.”

In preparation of our latest program over at Firefighter NetCast, I was exposed to the arguments both for and against the use of positive-pressure attack.  Chief John Kriska, a proponent of PPA, was the featured guest for the program which can be found at our site http://FirefighterNetCast.com or over at iTunes under firefighter podcasts.  I ran across what may well be the best video out there to demonstrate what happens when a PPV is set in a doorway and started before adequate thought is given to its potential effects.

I have accumulated a fair amount of training whether it has been in the classroom, at a controlled practical evolution, or on the fireground itself.   I know you have too, because I’ve seen you there as well, learning new ways to perform tasks, honing skills you’ve already learned, and perhaps even sharing your knowledge with others.

Help me then if you will, to figure out why we continue to see examples of near-fatal consequences on the videos regularly making the rounds on the internet?  Surely you know of a few of these head-shaking videos, and you may have seen this one as well.

This article is not meant to argue whether or not PPA/PPV should be used on your fireground.  Rather, as you watch the video, count how many “trained firefighters” it takes to kill an interior crew.  Take a peek:

As this video clearly shows, there are several on the fireground who seem to have forgotten some of the basic stuff we learned in our very first fire training classes: fire behavior.  As a “trained firefighter”, can you read the smoke?  Does it tell you what is happening inside this “box”?  Has the fire vented?  Will it?  What’s going to happen when it does vent?  Where do you want to be when this happens?  Would you have done anything differently before crawling inside?

Of course!

Sitting here in front of your computer monitor, not many of you would miss the signs of an impending hostile fire event, would you?  I wonder if the guys in this video would see the same signs if they were watching the video rather than performing the dance toward death.  If they were “trained” they probably would have seen the problems.  Why then, did no one speak up in a real situation?

I’ve seen it locally.  Firefighters with decades of experience seem to forget some of the basics.  Perhaps they take a shortcut, emboldened by the lack of disaster as their shortcut worked so many times before.  These are trained professional firefighters, many of them friends I have known for years.  They know better.  Why, then do we do stupid things on the fireground?

Maybe it’s because we have gotten away with it before.

Maybe it’s because no one stopped us before.

Maybe it’s because “that’s the way we’ve always done it.”

But, maybe our luck will run out one day, as it does about every 80 hours here in America.

As a firefighter, do you feel you have the ability, indeed the responsibility to say “NO” to your company officer?  As a company officer, do you feel you have the ability, indeed the responsibility, to say “NO” to your chief officer?

In this video, who should have said, “NO”?  Everyone.  Even the camera operator, if he/she were a “trained firefighter” should have the ability, indeed the responsibility, to keep our brothers and sisters from killing themselves, purely because we don’t feel it is our place to say “NO.”

Departmental policies, procedures, and guidelines must allow for “All firefighters must be empowered to stop unsafe practices.”

But moreover, each member must realize that they are not only able -but as trained firefighters- also responsible to stop unsafe practices.  We need to establish ownership of this responsibility.

If you or your department hasn’t made this paradigm shift, the time is yesterday.  Take your own steps now to enact each of the 16 Life Safety Initiatives.  Let each of us “trained professional firefighters” all work together to get the job done safely so we all go home at the end of the day.

Just say no.

First Due Blog Carnival 3rd Edition: Call for Submissions

Thanks to my FireEMSBlogs.com partner Bill Carey of Backstep Firefighter for hosting the second edition of the First Due Blog Carnival.  The topic was “Influential Fire Reports” and several top notch contributors stepped up with gripping stories, some painfully personal.  The result was an absolutely superb collection of “must-read” articles for firefighters worldwide.  Check them out here.  Thanks, Bill!

With the April edition of the First Due Blog Carnival complete, it’s time now to begin collecting your submissions for this month’s topic: Sharing the Wealth.  Whether young or “seasoned”, career or volunteer, rural or urban, each of us has seen or heard something which changed the way we personally approach firefighting.

Maybe we learned it from a wise captain, or picked up something during a training session.  Maybe we witnessed something on an emergency scene.  Maybe we learned from an informal debate around the kitchen table.  Maybe someone pulled you aside and whispered something in confidence which made you think how you could handle the next situation more easily, more effectively, more safely.

These are valuable gems which, until now, have been been mined on an individual level.  Now it’s time to “Share the Wealth”. Let others benefit from your treasure.  Share with us the pearls of wisdom which you found to be invaluable in your quest to be the best firefighter you can be.  Together, we can multiply their effects and allow others access to our individual treasures.

As you relate your story, please include the circumstances under which you encountered the information (fire scene, day room, local bar) and from whom the information was obtained.  Be sure to include any pertinent links or photos. Most importantly, let us know how it changed the way you personally operate and why. It’s hard not to get excited about how this may turn out- with your help.

If We Do What We’ve Always Done, We’ll Get What We’ve Always Gotten…

The Worcester Cold Storage Warehouse Fire left the most indelible impression in my mind.

I imagined myself on the scene in one of three roles.  First, as a trapped firefighter in sheer terror wondering where the cavalry was.  Second, as a brother firefighter pleading, begging, nearly physically forcing his way past a Chief who would deny entry for yet another set of firefighters to die.  And finally, the Chief who denied entry, despite the verbal assaults, the M-Fing, and the physical altercation, stood his ground at the door denying the Worcester 6 would become the Worcester 8 or the Worcester 12.  Although I imagined myself in all three of these positions, I could never truly comprehend the raw emotion on that fireground that day.

God bless them all.

I could rehash the story of the Worcester 6, but it has been so heavily publicized by authors much more capable than I.  I won’t waste your time with my retelling of one of the most tragic incidents in fire service history.

I would rather take the opportunity offered by the First Due Blog Carnival to express my disgust with those in the service who make no changes to the way their agency operates based on the findings of the NIOSH reports.  It’s not that the reports are hard to find, they are rubbed in our noses constantly.  Why?  Because many are not doing a damn thing on a local level from lessons learned by brave firefighters who have paid the ultimate sacrifice.

If this applies to you, shame on you.

Make it a point to go over the recommendations offered and apply them to your agency.  Make it a training opportunity so that each of your firefighters can learn the lessons of those who have gone before them.  Challenge your members to get involved and create an atmosphere of open and robust communication designed to make the changes necessary to ensure that your department is not the next department highlighted by NIOSH.  Sadly we are in the mindset that this stuff only happens to the other department.  Guess what?  To those departments, WE are the other department.

If you can’t do this, then relinquish your position of leadership to someone who gives a damn about their firefighters.

Late last year, I randomly selected several NIOSH reports and culled their recommendations.  See if you can detect a pattern.  See if your department can benefit by a change in your procedures, your approach, your mindset, based on the recommendations offered.

Make a difference.  Do it now.

Allow me to cheat a bit by re-posting the information as my contribution to this month’s First Due Blog Carnival.  Special thanks to Bill Carey of BackstepFirefighter for hosting this month’s topic.

I see that NIOSH reports have popped up on the radar of the blogosphere recently.  Frankly, I’m surprised at the heat a few have been giving them.  Maybe I’ve been missing something (it’s happened before). So I took a closer look.
We already know that heart attacks and traffic accidents are the main murderers of us firefighters, so I’m sure we’ve already dedicated the necessary resources to firefighter health and safety initiatives and accident scene safeguards to keep these killers from having free reign over our troops.
Right?
So, I went to the Fire Fighter Fatality Investigation Reports page from NIOSH and randomly picked 5 of the reports with deaths involving fire suppression. I was looking for patterns. Guess what I found….
NIOSH Report 2008-26

A residential basement fire had been burning for over 30 minutes. A crew was directed to enter the first floor to perform horizontal ventilation and found a spongy floor. The last (victim) of the four-man crew was just about out when the floor collapsed into the basement on top of working crews. Heavy smoke conditions hampered efforts to locate the victim and he died on the scene.

Among the NIOSH recommendations:

Sizeup, Risk/Gainensure that the incident commander (IC) conducts a 360 degree size-up which includes risk versus gain analysis prior to committing interior operations and continues risk assessments throughout the operations”

SOP’s/SOG’s- “ensure that standard operating procedures are established for a basement fire”

Coordinated Ventilation-ensure that proper ventilation is done to improve interior conditions and is coordinated with the interior attack”

TIC-ensure that interior crews are equipped with a thermal imaging camera”

RIT/RIC-ensure that Rapid Intervention Teams are staged and ready”

NIOSH Report 2008-34

One of only three firefighters on the scene, the victim entered a burning residence alone with a partially-charged 1 ½ inch line and became lost in thick-black smoke, radioing for help from the other two. They couldn’t locate him, a flashover occurred, and the home became fully engulfed. A cop found him an hour later.

Among the NIOSH recommendations:

Size-up, Risk/Gain- “ensure that officers and fire fighters know how to evaluate risk versus gain and perform a thorough scene size-up before initiating interior strategies and tactics”

SOP’s/SOG’s- “develop, implement, and enforce written standard operating procedures (SOPs) for fireground operations”

Staffing-ensure that adequate numbers of apparatus and fire fighters are on scene before initiating an offensive fire attack in a structure fire”

Coordinated Ventilation-ensure that properly coordinated ventilation is conducted on structure fires”

RIT/RIC- “ensure that a rapid intervention team (RIT) is established and available at structure fires”

SCBA-ensure fire fighters are trained in essential self-contained breathing apparatus (SCBA) and emergency survival skills”

Mayday- “ensure that protocols are developed on issuing a Mayday so that fire fighters and dispatch centers know how to respond”

NIOSH Report 2008-08

30 minutes into a residential fire, crews had been pulled out. A decision was made to send a crew back in to extinguish the fire. A crew of 3 (A/C, Capt, FF) made their way into the basement of the burning structure with an 1¾ line. One by one they evacuated due to conditions. The third never came up the stairs. RIT was activated but repelled by the heat. Victim found an hour later.

Among the NIOSH recommendations:

Risk vs. Gain-ensure that the Incident Commander continuously evaluates the risks versus gain when determining whether the fire suppression operation will be offensive or defensive

SOP’s/SOG’s- “review, revise as necessary, and enforce standard operating guidelines (SOGs) to include specific procedures for basement fires and two-in/ two-out procedures

TIC-enforce standard operating guidelines (SOGs) regarding thermal imaging camera (TIC) use during interior operations

Mayday- ensure that fire fighters are trained on initiating Mayday radio transmissions immediately when they are in distress, and/or become lost or trapped

NIOSH Report 2008-06

Without the protection of a charged hoseline, a Lt and FF (victim) were searching a 2-story residence for a trapped occupant. They did not know where the victim was and had no TIC. Conditions deteriorated, trapping the two on the second floor. The LT exited the front door and RIT was deployed to get the victim. Both were hospitalized and the victim succumbed to burn injuries 5 days later.

Among the NIOSH recommendations:

Size-up-ensure the Incident Commander receives pertinent information during the size-up (i.e., type of structure, number of occupants in the structure, etc.) from occupants on scene and that information is relayed to crews upon arrival”

SOP’s/SOG’s- “develop, implement, and enforce written standard operating procedures (SOPs) for fireground operations”

Coordinated Ventilation- “ensure ventilation is coordinated with interior fireground operations”

TIC-ensure that fire fighters conducting an interior search have a thermal imaging camera”

Mayday- “ensure that Mayday protocols are developed and followed”

NIOSH Report 2007-32

Two firefighters died while conducting an interior attack to locate, confine, and extinguish a fire located in the cockloft of a restaurant. One victim had been flowing water into the cockloft from the kitchen, another had been checking for fire extension in the main dining area. At about 5 minutes in, a rapid fire event occurred.

Among the NIOSH recommendations:

Size-up- Risk vs. Gain- “ensure that the incident commander conducts an initial size-up and risk assessment of the incident scene before beginning interior fire fighting operations and continually evaluates the conditions to determine if the operations should become defensive”

SOP’s/SOG’s- “develop, implement and enforce written standard operating procedures (SOPs) that address the hazards and define the strategies and tactics to be used while operating at specific structures known as “taxpayers”

Coordinated Ventilation- “ensure that fire fighters understand the influence of ventilation on fire behavior and coordinate with interior fire suppression operations”

RIT/RIC- “ensure that a rapid intervention crew (RIC) / rapid intervention team (RIT) is established and available to immediately respond to emergency rescue incidents”

TIC-use thermal imaging cameras (TICs) during the initial size-up and search phases of a fire”

Any patterns?
Size-up, Risk vs. Gain- Does your first in crew perform a 360 and report an accurate size up of conditions to all others? Is a risk vs. gain assessment actually made? Are your initial tactics based upon these findings?
Why not? Didn’t you try to implement the NIOSH recommendations to keep from killing your firefighters?
Are your SOP’s/SOG’s current to the ever-changing tasks being performed at your incidents? Do you follow them? Do you even have any?
Why not? Didn’t you try to implement the NIOSH recommendations to keep from killing your firefighters?
Is ventilation performed early and integrated with your interior attack? Or has ventilation worked its way down to fifth or sixth on your list of priorities? After all, it will eventually vent itself.
Why not? Didn’t you try to implement the NIOSH recommendations to keep from killing your firefighters?
Is a RIT/RIC established early on? If you don’t have the personnel to form a RIT/RIC, do you have a mutual aid response to give you the number of firefighters needed to operate safely?
Why not? Didn’t you try to implement the NIOSH recommendations to keep from killing your firefighters?
Does your department have at least one Thermal Imaging Camera? It’s been called the best thing since SCBA in many firefighting circles. You have SCBA, right? Does your department know to call a Mayday early? Too macho to call it? Does EVERYONE ON THE SCENE know what to do when a Mayday is called?
Why not? Didn’t you try to implement the NIOSH recommendations to keep from killing your firefighters?
WHY ARE WE NOT FOLLOWING THROUGH?
Are the reports too difficult to understand? Perhaps we need to dumb them down or fluff them up? Fine. I’m all for whatever it takes.
But let’s not forget that the reports are just that- reports. We need to make the changes, NIOSH ain’t gonna do that for us.
So read the reports, see how they killed our brothers, and take a hard look at how you and your department operate.
THEN IMPLEMENT THE CHANGES YOU NEED TO KEEP YOUR GUYS ALIVE.
Because if we continue to do it the same way, we’ll get what we’ve always gotten. Another NIOSH report with the same ol’ stuff.

Carpet + Weakness + Estrogen – Nikes = Oreo

As promised, a post about puppies:

My youngest girl can’t stop thinking about dogs.

Or collecting dog pictures and dog posters and doggie Webkinz.  Or writing school compositions about dogs- specifically one of her dreams about dogs.  She has become the adopted “master” of neighbor dogs, and has pictures of them on her shirt.

She can identify most every breed by a picture, accompanied by an interesting fact or two (seriously, they are truly interesting!) and a story she’s read (the Animal Ark series) which features that breed.

Which is quite puzzling, since we don’t have any pets since Goldie, the goldfish she won at the Adams County (WI) Fair died- a full half-week after dropping down some hard-earned coin on a fish bowl, brightly-colored aquarium gravel, and one of those lighthouse decoration thingies that may have been what scared and killed her/him/it.

Items now available on eBay.

I’ve long put my size 11 down, insisting to my kids that as long as we have carpet, we won’t be getting any pets.  Never.

But what kind of unfeeling, heartless, soul-less father who loves his daughter very, very much could deny her what has evidently become her life’s destiny?  At least her first destiny…..

Not I.

Accordingly, a new puppy is on his way to our carpeted home.  Life as we know it is over.

Allow me to introduce Oreo.

I guess this is where the family figures out that what Daddy says will not necessarily last forever.  Just wait him out- he’ll come around.

Have any of you fathers out there been through this phase where some weakness bubbles to the surface and your dear family members (especially those filled with estrogen) recognize the weakness, seize it, bat it around like a cat’s toy, chew it up, and cack it out?  Is that what I am to look forward to?

My family is busy de-puppyfyng our home so that Oreo, this precious purebred beagle, can’t ruin- well- everything.

Drapes in the Man Room (the girls call it the living room) are pulled up so not to hang low enough so Oreo can’t chew them.  Extension cords are hidden away so Oreo can’t chew them.  Shoes in the Woman Room (the girls call it the mud room) are put away in closets so Oreo can’t chew them.  Low hanging plants, books on the bottom shelves of the bookcases, cords for the Wii- all being hidden away so that – you guessed it- Oreo can’t chew them.

So much to do before his Easter weekend arrival…

So, what does this has to do with the fire service?  Nothing.

Every once in awhile, us bloggers can’t help but post about other things- if for no other reason, to maintain a certain level of normalcy and sanity.

Well, that and humor.  Last weekend my good friend and partner Rhett Fleitz over at FireCritic posted a hilarious video that has nothing to do with the fire service.

WWJD? Renew the passport….

This is going to be a rant.  Maybe I can counterbalance today’s post that includes dead babies with a more light-hearted post tomorrow- perhaps about cute puppies?

My wife turned to me today and asked, “Do you think this country is falling apart?  Maybe we should get our passports renewed.”

Her question is timely, as for the past week or so, the news has been full of crazy, extremist, wingnuts publicly going off the deep-end.

The arrests this week of the Hutaree members comes amid what the Southern Poverty Law Center, an Alabama nonprofit that tracks extremism, has called “an explosion of new extremist groups and activism across the nation.” The organization has cited the economic downturn as a major reason for the change, and contends that the far right has been particularly animated by the election of the nation’s first black president.

Those groups “came roaring back after years out of the limelight,” Mark Potok, director of the SPLC Intelligence Project, wrote in the group’s latest report. Last week, a new Harris poll reveals that 24 percent -repeating now, 24 percent- of Republicans say Obama “may be the Antichrist.”

So what’s a stump-jumpin’, ridge-runnin’ “Christian foot soldier” armed to the hilt who never outgrew playing army, creating an organization with a rank structure straight out of Pokemon to do?

Yesterday, this from From The Detroit News:

Nine members of a Lenawee County-based militia group were planning to “levy war” against the United States and “oppose by force” the nation’s government, according to an indictment unsealed this morning in U.S. District Court in Detroit.

They had plans to kill a local law enforcement official and, once officers from across the country came to the funeral, to attack the funeral procession, the indictment alleges.

Because, apparently that is what Jesus would do.

Seriously, can you think of a worse day in your career?

Don’t we as first responders already have enough to worry about? This brings to mind this Pulitzer Prize winning photo by Charles H. Porter IV.  It captures a moment in the life of Oklahoma City Firefighter Chris Fields, who on what is arguably the worst call on the worst day of his life, carries Baylee Almon, who became a dead baby shortly after the Murrah Federal Building was bombed in 1995.

Pray you’ll never have a day like this

Accept my apologies for exposing you to the graphic image from that tragic day.  But it bears close scrutiny in order to put the events of these last few days into some sort of perspective.

Imagine what could be going through Chris’s mind as he stares down at the face of such an innocent angel.  Man, how does he still deal with that?

My brothers and sisters, home-grown terrorists who care not about killing babies and massacring cops at a policeman’s funeral don’t give a damn about you or your safety.  In their dimly-lit skulls, these nutjobs are readying themselves for the violence of The Rapture, justifying their mission as following the teachings of the Christian faith.

You know- Thou Shalt Kill.

It’s not just extremist Muslims, folks.

It’s Frank from the car dealership and Jim Bob from the bait store.  Another homegrown threat (again from Michigan) reminds us that terrorism is alive and well and thriving in the hearts and minds of those among us right here in the good old United States who call themselves Christian foot soldiers.

Because, apparently that is what Jesus would do.

Remember that scene safety is still at the top of the priority pyramid.

Be careful out there folks. It’s nuttier than ever.

Here is my first First Due Blog Carnival submission.  Many thanks to friend and partner Fire Critic for organizing and hosting the first of many blog carnivals concerning the fire service.  This month’s topic is :I am a firefighter because….  I’ll start out by answering the question: why did I become a firefighter? 

Because I never grew out of the childhood dream to be one.  I guess it’s still possible that I might grow up and reach my potential, but there’s only so many years available, so I doubt it.  This firefighting thing has stuck in my blood for a long time.

Not a great story here of interest to anyone- but me.  I guess I could tell you that I like to help people, and enjoy the excitement of the job.  It’s all been said by hundreds of thousands before me.  Although its an overused cliché, it still accurately describes why I’m in the fire service.

Unlike many of the fine men and women in the fire service, there is no family member that led the way.  I am not the fourth generation firefighter, and I didn’t grow up around firefighters or in a firehouse.

But, as I grew up in the 70’s, the fire service was evolving as well.  The decade brought us “Dazed and Confused” and the rise and fall of disco also brought the birth of paramedicine, and much was being done in the public eye that was inconceivable just ten years earlier.

Ambulances equipped with only the most basic of medical supplies and oxygen served only as taxis to the hospitals (so that hasn’t changed much in some places, has it Happy?).  Very little life-saving was accomplished in the glorified station wagons with lights and sirens.  In fact, ambuli used to be owned and driven by funeral directors.

Talk about repeat customers!

The fire department in my home town ran the ambulance when I was old enough to notice.  They graduated their first class of paramedics, and a couple of those original guys are still doing their thing on suburban Chicago fire departments.

Then came the TV show Emergency! For an impressionable young lad who already “ran to the curb” (as so aptly described by my good friend Tiger Schmittendorf) whenever the screaming sound of fire apparatus approached, the show tipped it in for me.

I was hooked.  I wanted to be a paramedic/firefighter.

As soon as I could, I enrolled in an EMT-basic course straight out of high school.  I secured a job in a business within running distance of the volunteer fire station owned by a firefighter who, at times, would allow his employees respond to calls from work.  So, with EMT certification in hand, I applied for and quickly secured a spot on the fire department.

While the paramedic side of the fire service was the initial lure for me, that quickly changed.  I had the incredible fortune of joining right before my first drill night- an actual burn down of several buildings.  They strapped on this air pack thing and sent me crawling in behind a young lieutenant into an interior fire.  No hose line, no water can.  Just to experience the heat.

If I remember correctly it was only a burn barrel, but my instructor, Tom,  made sure we felt the effects. With extremely limited visibility and very hot temperatures, I made sure Tom felt a little more heat by pulling his 3/4 boot right off his foot as we scrambled out.  To this day, he hasn’t forgotten the young rookie who did that to him.

I’m sure we’ll see a comment from him on that….

Next up, they wanted to make sure this new guy could climb an extension ladder and a roof ladder, then cut a ventilation hole directly over the fire room.  As the third cut was completed, the flap fell in and the fire came exploding out of the hole sending me reeling backward with a revving K-12 almost causing a fall.

Back then, we learned literally in our “trials by fire”. No NFPA 1403 yet in place.  Although not nearly as safe, it sure was cool, and definitely served its purpose in a way we don’t see anymore. I had discovered the pure thrill of battling the red devil and this boy was hooked!

That’s the story, and I’m sticking to it- with pride.  I urge all of you to remember how you got your start and what it was that motivated you down the path you took to get you where you are today.  Remember the feeling of excitement and invigoration you felt when you first found out you were to become a firefighter.  It’s what I call feeling stoked, and it’s how I like to end most of my posts.

TMI: Are we creating distracted drivers in our apparatus?

I saw this bumper sticker while speeding down the Northwest Tollway on my way home from O’Hare the other day. I knew I had to have one.

So I whipped out my iPhone and went to “store”.

I searched for, located, then downloaded the iPhone app that connects me directly with eBay.  After logging in with my username and password “eastcoaster”, I simply typed in “h-a-n-g-_-u-p-_-a-n-d-_-d-r-i-v-e” in the search box.

As usual, I had to backspace a few times to get the correct term typed in, but I eventually persevered.  Alas, too many results came up.

Blowing past Elmhurst Rd, I tried again, this time typing in “h-a-n-g-_-u-p-_-a-n-d-_-d-r-i-v-e–_-b-u-m-p-e-r-_-s-t-i-c-” before some jerk-off driving his wife’s mini-van while chatting away on his phone nearly cut me off before I could finish.

I quickly stashed my venti vanilla skim latte in its holder and simultaneously honked and waved with less fingers than my left hand contains, while clutching my iPhone in my right.  What was this chucklehead thinking?

By the time I was ready to exit onto Barrington Road, I still hadn’t found what I was looking for on eBay.  I was miffed until I realized how the trip down the tollway seemed to take no time at all.  In fact, I couldn’t really remember driving it.  What just happened for the last 20 minutes?

I decided to postpone my eBay search until I got home.  It was time to pay some serious attention in case a deer decided to jump out in front of me.  Gotta be extra alert out by me…

That’s one of my peeves, and I would bet many of you share it as well.  It’s the self-important “distracted drivers” that piss me off as they try to multi-task while guiding a multi-ton vehicle hurtling down the road.

Losers.

The whole episode reminded me of a story I had seen in at NewYorkTimes.com, that addressed the increasing amount of gadgetry gradually accumulating in the cabs of emergency vehicles.  In addition to the normal gauges, lights, dials, mirrors, radios, and sirens, more and more electronica is competing for our attention as we attempt to safely navigate our way through traffic as quickly and as safely as possible.

Like a litter of eleven puppies competing for six nipples, we’ve been inundated with computers, map routing and GPS devices, cell phones, and multiple radio frequencies- all looking for a spot in our collective cerebrums as we try to wrap our heads around pre-planning our first few steps upon arrival at the emergency scene.

I ask you this: How much is too much?  When do WE cross the line and become just another distracted responder?

As the NYT article explains, there is no data currently being collected regarding accidents involving emergency responders distracted by TMI.  But there are several anecdotes:

“Philip Macaluso, a New York paramedic, recalled a moment recently when he was rushing to the hospital while keying information into his dashboard computer. At the last second, he looked up from the control panel and slammed on his brakes to avoid a woman who stepped into the street.

In April 2008, an emergency medical technician in West Nyack, N.Y., looked at his GPS screen, swerved and hit a parked flatbed truck. The crash sheared off the side of the ambulance and left his partner, who was in the passenger seat, paralyzed.

In June 2007, a sheriff’s deputy in St. Clair County, Ill., was driving 35 miles per hour when a dispatcher radioed with an assignment. He entered the address into the mapping system and then looked up, too late to avoid hitting a sedan stopped in traffic. Its driver was seriously injured.”

Even my own friend and fellow podcaster Greg Friese was quoted in the article, citing his own experience in which he felt it necessary to demand the distracted driver of his ambulance to step away from his cell phone:

“My partner was checking baseball scores as he was driving a patient to the hospital. I looked through the passageway and said, ‘You’ve got to stop that right now,’ ” recalls Greg Friese, a paramedic in central Wisconsin, who was treating a patient in the back. Mr. Friese also develops online training programs for medics, E.M.T.’s, police officers and firefighters.

“We’re dealing with the carnage, which ranges from the trivial to the tragic, of distracted driving,” he said. “We should know better.”

Yes we should.

As we decide how to utilize the constant array of new technology, we need to address the amount of distraction we’re placing upon our responders.  We need to recognize and accept that too much input may result in a decreased ability to process the information in a way that is useful.  Worse yet, distracted emergency responders may bring increased civil and criminal liabilities upon our departments.

The last thing I need is another fire engine flying past me with a distracted driver while I’m trying to surf the web and revise my fantasy hockey roster.

Jerks.

21st Century Wildland Firefighting Technology

Just like Groundhog Day kept kicking Bill Murray’s ass, we can count on the upcoming wildfire season to provide a boot of its own- yet again.  As she has for ages, Mother Nature will provide wildland firefighters with more than enough with which to contend.

As state and federal agencies face dwindling resources and taxpayer funding, wildland firefighters find themselves thinking outside the box- looking for new and creative methods to meet these challenges.  Constantly-evolving 21st-century technology are generating some pretty cool new arrows to fill their depleted quivers.

Personal Personnel GPS

Even the simplest GPS navigational devices can also prove indispensible in the hands of out-of-town firefighters trying to locate water sources fast while working in unfamiliar territory. Devices like the Spot Personal Tracker, a budget-friendly gadget and service combination used by some hikers in mountainous terrain, also has potential. It sends signals to a satellite where there is no cell tower or pager network. Just as it does for hikers, it could send “here I am” messages from firefighters back to a server, which would mark a global map with dots or spots giving fire commanders critical firefighter location information at a glance.

Flying Eyes

Imagine you are footing it around the side of a mountain, looking for the best way to attack the fire as it burns in areas close by, yet unable to be seen due to terrain. Wouldn’t it be nice to fly your eyeballs around your immediate area to avoid wasting time and energy going somewhere to look?  Now, an innovative system designed to fly small unmanned aerial vehicles around, rather than above, forest fires. It’s so compact that it could be used by firefighters on scene and stored on fire trucks when not in use. SwissCopter’s Fire Mission system consists of a mobile cockpit, a backpack and the Peyelot helmet, a headset that can pick up signals within the UAV’s 10-kilometer (6.2 miles) range. If you move your head while wearing the helmet, the camera on board the UAV will follow your movements in real time. It looks like you are on board the UAV, and you see everything as if you were on board. No time is lost in getting the images and information to the firefighters; because they are operating the system themselves.

At a potential cost of zero, San Diego State University has an interesting take on another UAV that can be used virtually anywhere by almost anyone. The drones are demonstrated in this video.  They carry two cameras, one for high-resolution photos, and another for real-time video that can be monitored by an IC on the ground. They offer better imagery than NASA’s Ikhana UAV for a mere fraction of the cost and immediacy that can’t be beat.

These UAVs clearly are a welcome new tool. Improved models are definitely viable and will likely be developed as budgets permit, so it can be expected that the civil use of UAVs in wildfire fighting will expand. With the optimal craft, you could fly around a fire, collect imagery, process it, send it down to the ground, and maybe get a fire perimeter every 10 minutes.

Tree-mounted sensors

Better situational awareness is only the beginning. Knowing precisely which areas are at highest risk of fires could transform how we fight them. Voltree Power in Canton, Massachusetts, has developed a shoebox-size sensor that, planted one per acre, could gather microclimate information, such as spikes in temperature and drops in humidity, that signal a nascent fire. In April the Forest Service began field-testing the device, which can run for a decade on voltage generated from the pH imbalance between a tree and soil.

To help deal with the flood of new information, the Forest Service and the National Park Service will use the the Wildland Fire Decision Support System, an online tool that crunches data in real time, using fire behavior models and weather forecasts to determine whether to attack flames on foot or call in planes to dump fire-suppressant gel.

Even with technological advances in firefighting, perhaps the best way to minimize damage is to recognize that fires play a necessary role in restoring certain ecosystems, and so we should stop building in at-risk areas and use fire-retardant materials, says fire ecologist Max Mortiz of the University of California at Berkeley. Mortiz recently published data predicting that climate change will increase wildfire activity across much of the U.S. “We don’t fight earthquakes and floods — we coexist with them,” he says. “We need to learn to do the same with wildfires.”

As we progress toward this end, we may begin to see Groundhog Day scenarios give way to the the upcoming advent of spring- and St. Patrick’s Day!

360 Burn Size-up of the Fire Web 3/2/2010

The Dance of the Company Officer

We start out this week by pointing to one of my “favoritest” partner bloggers at FireEMSblogs, Mick Mayers of FirehouseZen.

You know, I really enjoy the dance that occurs between the top and the bottom in the fire service organization.  At the top, the vision and direction of the group are put into play.  Those at the bottom need to accept, or buy into that vision in order for the group to move forward in a unified and cohesive manner.

In the middle we find the officers and supervisors.  Their commitment to the success of the organization is demonstrated by the way they convey the direction and vision from the top to their subordinates.  If they are effective, the organization becomes a well-oiled machine.  However if they don’t buy into the message, there is little hope for their subordinates to do the same.

This is where the officer needs to be able to put the needs of the organization ahead of the need to be pals with their guys.  This is one of the most difficult issues facing company officers.

Therein lies the dance.

As usual, this issue of change and leadership is best addressed by Chief Mick Mayers over at FirehouseZen.  From his latest post entitled “Get Everyone on Board”:

“Regardless of your organization, you are going to have personnel who are resistant to change, and while the troops may or may not decide to go willingly, it is a requirement that your officers or supervisors are.  If your small unit leaders aren’t on board, don’t count on the personnel they supervise joining in to resist them.  It will be much easier on those troops if they can get along with their misdirected officer than if they embrace the change, so you can count on the message not getting through when it is most needed.”

Fire Rescue TV

Check out Fire Rescue TV- a new website for firefighters that brings breaking news,new product reviews, and a special weekly fire rescue TV news segment.  All the video is extremely professional and rivals anything found on your home TV.

When we spoke with Executive Producer Martin Grube last week on Firefighter NetCast, he revealed an additional exciting element they have planned.  They will be visiting various firehouses and accompanying their crews during all aspects of the cooking portion of their shift.  Starting with planning, then shopping, then cooking and eating, Fire Rescue TV will follow the entire process from start to finish.  If the station’s crew draws a call, the video crew tags along as well. It’s a unique way for non-firefighters to witness this daily station activity.

So if you are in the mid-Atlantic region and want some excellent exposure of your department, invite Fire Rescue TV to your station!  They also welcome video submissions as well.  Make this new site a regular stop when perusing the interwebs.

What The Hell Were They Thinking?

Head on over to Backstep Firefighter and watch this interesting video from 1982.

After watching the video, editor Bill Carey suggests some thoughts to contemplate as he begins his focus on “whether or not various safety initiatives and programs have developed a culture of digital safety officers and keyboard battalion chiefs.”

Like it or not, tomorrow’s technology is here.  In fact, next year’s technology will be here within months.  Such advances in the internet and social media continue to have profound effects on each of our departments and agencies (think back to all the “what the hell were they thinking?” YouTube videos as examples).

Bill also steers us to the last Firefighter Netcast which featured the topic of old-school vs. new school firefighting and the effects of social media and the internet.  You can link to that program here, or download the podcast for later listening over at iTunes.

So are we ready to handle all this technology?

When we see firefighters making mistakes on a video, the unfortunate yet inherent desire to criticize others combined with the immediacy and worldwide distribution that new technology offers often results in departments shying away from such exposure.

Yet, the same technologies that scare some away presents unparalleled opportunities for all of us to learn.  And the curiosity to continue learning is exactly what makes you a smarter, more professional firefighter (as opposed to the comfy-yet-surprised 4-year veteran I posted on earlier).

My hope is that we all reach a certain level of new-age maturity, where knee-jerk criticisms can be throttled so that departments increasingly share the wealth of what they have learned from their mistakes.

Because the reality is simple: with today’s technology, far away is now in your day room, and tomorrow is here yesterday.

Haiti and Social Media: This Ain’t Your Daddy’s Internet Anymore….

When Iranian citizens took the streets to challenge the Presidential elections last year it was difficult to obtain any real time reporting from traditional sources in the mainstream media.  The government had cracked down on all foreign media, and threatened severe retribution.

But while CNN, ABC, and NBC all struggled to keep the video and audio flowing, we saw the emergence of an entirely new form of communication in street-level reporting.  Anyone and everyone with some type of connection to the internet suddenly had the instant ability to become the next Christiane Amanpour, Anderson Cooper, or Wolf Blitzer.

During no other disaster has the entire world depended on cyber space as we do today.

This week, the internet faces it’s greatest test to demonstrate its capacity for good as it continues to establish a firm foot hold during history in the making.

Social media has developed into a modern technology which allows us to reach into areas of the world with immediacy in a way traditional systems can no longer match.

Facebook has 1500 status updates involving Haiti in every minute.  Relatives and friends are utilizing the power of Facebook as a tool to obtain information about missing loved ones who have .

In some cases, the first long awaited message that a family member is OK has come in the form of a tweet.  A Twitter message of less than 140 characters can carry this type of news more easily, more quickly, and more consistently when telephone and other traditional communication systems no longer can function.

Celebrities and musicians with hundreds of thousands of followers on twitter have established fund raising efforts with incredible results. Those followers join the cause, but then create an entirely new group of donors simply by re-tweeting the information to their own followers.

The result?  Millions and millions of dollars in donations in just a few days from this twitter effort alone.

Haven’t given in to lure of your Tweeps, or have yet to take the dive in creating a Facebook presence?  No worries.

Just today (January 14, 2010), the American Red Cross reported that over 3 million dollars has been raised- ten dollars at a time- from people simply texting in donations from their cell phones.

We are truly at a turning point in communications worldwide.  As social media continues to demonstrate its value in Haiti, we begin to wonder what new technologies will grow from this point forward, and dream of how different it may be in just a few years.

Whether in a fund-raising role, or by providing a critically important communications ability, social media is no longer only a means by which to just chat with friends.  This week, it has evolved into an entirely new animal, demonstrating just how invaluable it can be.

In The Blink of an Eye

An Indescribable Sense of Loss on an Incredibly Lucky Day

Fire Daily started just a few scant months ago as a way to stay involved in the fire service after suffering a disability on the job.  Forced into an early “retirement” of sorts, I was surprised at how much I really wasn’t enjoying it.  Beyond the medical issues, I have to tell you about the overwhelming sense of loss which became almost unbearable.

I have been a firefighter all my adult life, starting as a volunteer in my home community and eventually becoming my department’s first full-timer.  After a long while, I started all over again at a career department down the road where I began that special firefighter relationship with a whole new group of guys and gals.  My second job was as a fire and EMS instructor.  My whole life revolved around my family at home, my family at work, and my family of students and fellow instructors.

Then, the accident happened.  Another quarter of an inch shift in location, my neurologist explained, and my skull fracture would almost certainly have resulted in me becoming a quadriplegic.  So I fully appreciate the “luck” that befell me on that warm spring day in May.  But, even with help from above, I must tell you how everything changed in the blink of an eye.

Let me repeat that.

Everything changed in the blink of an eye.

The regularity of having contact with the guys and gals with whom I truly held a special bond was severed.  One day there, next day- crickets.

It’s difficult to try to describe the different relationship that developed when I was no longer part of the “team”, yet always still a part of the “family.”  Although I’m able to pop in anytime I want (there’s an open invitation forever) to break bread and bust a gut with the guys, it just isn’t the same.  I’m not going to be on the line with them for the next “big one.” Or even the next little one.  Or even the advanced living center call for assistance.  Or training.  Or shopping.  Or watching “Family Guy”.

In the blink of an eye, it’s all gone now.

The longer I’ve been away, the deeper the sense of loss of being apart from them and the job I honestly loved.  This emotional response must be similar to the feeling experienced by firefighters that are forced to retire before they want to due to age. Be kind to them, folks.

Enter Fire Daily.

It all started out as a means by which I could remain somewhat connected to the fire service without gearing up and actually battling the red devil.  Blogging has been extremely medicinal for this injured firefighter/paramedic.

Just like the change that happened halfway through my career by switching departments, this new change has brought me into yet another family- a group of bloggers and readers that have quickly become my friends.  As the days and weeks and months plod along, these ties, too, will continue to strengthen.  How can I be sure?  Because we enjoy a certain pact– call it brotherhood- that is inherent to the fire service.  It lives in each of us and continues to develop each day no matter who we are, where we live, or what capacity we hold.

Although I will always have a sense of loss, I thank each and every one of my readers and fellow bloggers for allowing me to remain connected.

As another well-established blogger puts it- “Thanks for taking the time to read my stuff!”

You are my new family.

I had just finished reading a depressing thought I found on facebook by Christopher Naum:

“There’s an awful lot of time, energy and resources being committed and directed towards fire service safety. Is anyone really listening? Does anyone really care?” Are we just running against the wind?

Almost immediately after reading that, I find out that a downstate Illinois fire protection district has a problem. Some of their firefighters do not have the proper qualifications for responding to and working a structure fire.

“I see there are firefighters with zero hours in training,” one trustee said. “Either you are a firefighter or you’re not.”

Most were the older guys, retired, and unable or unwilling to commit the time and energy needed to meet the requirements set forth by the state of Illinois.

According to the Illinois Fire Protection Act, firefighters are required to meet a minimum of 24 hours of training per year.

I did some quick math. My 3rd grade daughter confirmed my calculations. That’s two hours a month. 30 minutes a week.

Tell me there aren’t firefighters out there that are donning equipment with which they are not completely familiar, advancing the wrong size line with the wrong nozzle into a ‘burning box’ just waiting to collapse, unable to recognize the deadly warning signs of a catastrophic fire event for which their equally untrained buddies will have to come in and effect a rescue they are ill-prepared to attempt potentially killing them all.

Please tell me this is a unique situation. TELL ME!

Recognizing the liability of untrained firefighters on the fireground, the trustees of this fire protection district are considering their chief’s proposal to form a second tier of membership- call it an auxiliary role.

Keep the guys active, but don’t put them into a position where they could hurt themselves or others.  There are other things these guys could do in a support role.

Sounds like a great idea, right?

You’ve read this far, you earned your payoff:

After the news of the proposed change appeared on the FireRescue1 website, one lonely comment appeared. It’s so bizarre; I’m not quite able to accept that it wasn’t posted as a facetious remark. Here it is, by ‘tommy517’:

“I think it is unreal what law makers are trying to require volunteer firefighters training for responding to calls. I know they feel it is for firefighter safety they come up with some of the stuff, and anything to make it safer is better. However, someone who has done it for years should be given some credit for years of service. I’m a volunteer and I love it. There isn’t anything much better to me than running on fire and rescue calls. I took all the required classes I needed at the time. Now they are wanting to come up with new stuff all the time. When I started I was a student in high school. Now I have a family and work full time. Its hard to get all the “new” trainings that are out there. I wish I had the time to go and take all the new classes and find out what is new in the fire service. With a job and family now its hard to respond to calls sometimes let alone run here and there for classes. Really what has changed? We still gear up get on the truck and put the wet stuff on the red stuff…”

Like he said, “Really, what has changed?’”

Seriously, folks. How many line of duty injuries and worse do we have to endure before this kind of mindset changes?
